Minnesota Department of Transportation

Strategic Asset Management Plan

Statewide, Minnesota

Project Overview

The Minnesota Department of Transportation (MnDOT) oversees transportation by all modes including land, water, air, rail, walking and bicycling in the state of Minnesota. As part of its mission, MnDOT oversees nearly 900 transportation support facilities representing 6.7 million square feet.

MnDOT turned to FEA to deliver a 20-year capital investment strategy that considered condition, deferred maintenance, functionality, and capital needs. We helped them develop a vision with goals and a path forward to strategically plan for facilities to support operations.

Developed a financial analysis that highlighted annual need for building system renewal.

A key element to the strategy was developing a financial analysis of long-term funding needs. The outcome was a capital investment strategy that identified the resources needed to maintain the portfolio and provided a project prioritization methodology for funding requests, which will enable MnDOT to schedule the right facility projects at the right times and the right locations.

Challenge

MnDOT needed a plan to address deferred maintenance to address:

  • Financial – level of funding needed to sustain facilities
  • Workforce – optimize the FM workforce
  • Process – evaluate, prioritize, and execute facility needs
  • Stakeholder – plan, design, operate, and maintain facilities that are aligned with transportation
