Organizational Assessment and Strategic Planning

Project Overview

The City of Richmond has worked with FEA for a facilities operation assessment, strategic planning, and process improvement. Richmond is the capital city of the Commonwealth of Virginia. The Facilities Management Division maintains over 2.5 million square feet in 80 City facilities including City Hall, RCJC, Court Houses, Police Facilities, Fire stations, ECC, Libraries and multiple operations facilities.

FEA assessed the Facilities Division’s organization, and developed an operations plan using a framework that enables the City to continuously monitor performance. FEA evaluated ways to minimize total cost of ownership (TCO) while maximizing asset value and life cycle. We embarked on a five-year journey to accomplish these objectives.

After reviewing the Facilities Division, FEA provided a report summarizing our findings with recommendations that enabled the Department to deliver services more efficiently and effectively. Next, we developed an implementation plan that included steps to implement our recommendations, including metrics and key performance indicators to monitor during implementation as part of a balanced scorecard for the Department.

Our team built a framework that allowed the City to continuously monitor their performance for long term change. The City was able to advance in several areas including maintenance, strategic planning and continuity of operations. The planning set the stage for the City to advocate with real data and industry standards for the proper investments in people and infrastructure with City Council.

The Department of Public Works Facilities Management is extremely pleased with the Facilities Division Assessment completed by FEA.
