With more than 40 years of experience in facility management and operations, Chris is experienced with facility evaluations, organizational assessments, facility-related finance and budgeting, repair and restoration of facilities and training. Chris’s writing, presenting, training and leadership positions in professional organizations have earned him recognition as a Fellow of the International Facility Management Association (IFMA), and of the Royal Institution of Chartered Surveyors (RICS). Chris is an adjunct faculty member for facility management at George Mason University and Catholic University. He is co-author of the book, Sustainable Facility Management – The Facility Manager’s Guide to Optimizing Building Performance. Chris earned a Master of Science in Materials Science and Engineering from Johns Hopkins University and a Bachelor of Science in Civil Engineering from Clarkson University.
William Small PE, PMP
President and CEO
Bill has more than 30 years of experience evaluating facility conditions, maintenance requirements and funding requirements. He is experienced with the full range of building materials and systems. In addition to performing large condition assessments over his career, Bill helps clients make data-driven decisions utilizing condition and maintenance data. He also advises clients regarding facility management performance metrics covering condition data, maintenance and management practices. In addition, Bill performs assessments, investigations, analyses and designs for clients nationwide. His work includes large projects for the state of Minnesota Department of Administration, the National Park Service, the United States Olympic Committee and the state of Wyoming State Construction Department. Bill earned a Bachelor of Science in Civil Engineering from Clarkson University.
Daniel Watkins PE
Chief Engineer
Dan has led hundreds of projects in his more than 30 years of engineering consulting. Dan has extensive experience with materials and structural restoration projects including performing assessments and surveys, design preparation and construction contract administration services. Dan has led large engagements for Prince William County Public Schools, Northern Virginia Community College and Virginia Tech. He is an active member of the International Concrete Repair Institute (ICRI) and APPA – Leadership in Educational Facilities and is on the Board of Directors of the Virginia Chapter of ICRI. Dan earned his Bachelor of Science and Master of Science degrees in Civil Engineering from Virginia Tech.
Laurie Gilmer PE, CFM, SFP, LEED AP O&M, CxA, FMP, CDT
Vice President and COO
Laurie has over 20 years of experience helping clients with facility performance management, capital and operational funding and delivering best-in-class facility management services. Laurie’s areas of expertise include facility systems assessments, energy management, sustainability and organizational analyses. Laurie co-authored IFMA’s second manual in the Sustainability “How-To-Guide” Series on EPA’s ENERGY STAR Portfolio Manager. Laurie serves on IFMA’s Board of Directors and the Northwest Energy Efficiency Council’s Building Operator Certification program advisory committee. Laurie is a member of the National Visiting Committee of Building Efficiency for a Sustainable Tomorrow (BEST) Center. Additionally, Laurie is an instructor for IFMA’s Sustainability Facility Management (SFP), Facility Management Professional (FMP) and Certified Facility Manager (CFM) programs. Laurie earned a Bachelor of Science in Mechanical Engineering from Cal Poly, San Luis Obispo.
Matthew Kutzler PE, CDT
Vice President and Senior Engineer
Matt has extensive experience in repair and restoration engineering, from the assessment of building systems and their performance, to design and assistance in implementation of solutions in the built environment. He is versed in waterproofing, masonry and stucco building enclosures, balconies, roofing systems, parking garages, and asphalt and concrete pavements. Matt has also managed several large-scale facility condition assessments, working with property managers and owners to develop strategies for the life cycle of their facilities. He has authored articles for several publications and has presented at leading conferences. Matt is an active leader in IFMA, having chaired several committees in the Capital Chapter, where he recently served on the Executive Board. Matt earned a Bachelor of Science in Architectural Engineering from Pennsylvania State University.
Randy Braverman
Senior Consultant
Randy is a senior consultant for FEA with more than 35 years of experience managing security operations in a variety of educational settings. A former law enforcement officer, Randy has overseen full-scale emergency crisis exercises and coordinated the efforts of local, county, state authorities, military forces, hospitals, and school personnel. Randy is a lead instructor for the Illinois School and Campus Safety Program sponsored by the Illinois Terrorism Task Force and Illinois Law Enforcement Training Standards Board Executive Institute, and he is experienced conducting tabletop exercises and drills. An emergency preparedness specialist, Randy conducts vulnerability assessments using the ALPHA methodology and provides technical assistance for schools in the Chicagoland area and beyond. He has created extensive emergency and crisis plans for school districts, municipalities, and corporations nationwide. In addition, Randy authored SafeColleges Active Shooter program.
John Edwards PE, CFM, FMP

With more than 30 years of experience in facility management, John supports clients with organizational evaluations, strategic planning and performance management, facility business process and technology improvements, business resilience planning and implementation, and building energy and sustainability consulting. John served as a U.S. Navy Civil Engineer Corps Officer for 24 years, he also served as a senior analyst with the U.S. Government Accountability Office. John is an instructor for the IFMA Facility Management Professional (FMP) program and is active in the Society of American Military Engineers (SAME) at the local and national level. John earned a degree in Mechanical Engineering from the U.S. Naval Academy and a Master of Science in Civil Engineering from the Massachusetts Institute of Technology.
Maureen Roskoski CFM, SFP, ProFM, LEED AP O+M, ISO 22301 Lead Auditor

Maureen is vice president for FEA with more than 26 years of experience in facility management, strategic planning, resilience planning, and workforce development consulting. Maureen is FEA’s internal Business Continuity Lead and helped FEA adopt resilience as part of the company culture as we achieved ISO 22301 certification at FEA’s corporate office. Maureen has worked with clients on continuity of operations plans (COOP), organizational assessments, FM technology process improvement, sustainability and resilience planning. Maureen has led tabletop exercises for clients and is an approved Instructor for industry associations, including the International Facility Management Association (IFMA), the Professional Facility Management Institute, and the Northwest Energy Efficiency Council, teaching adult continuing education courses. Maureen is an IFMA Instructor for the Sustainability Facility Professional credential and a co-author of the IFMA “How-To” Guide series of publications on ENERGY STAR and Green Building Rating Systems. Maureen earned an Environmental Earth Science degree from Mary Washington College.
Conrad Kelso PE, CEM
Santa Rosa Office Manager
Conrad has led many large engagements for facility condition assessments, energy audits and engineering services across the United States. He has also helped lead LEED point analysis and submitted buildings for LEED certification. Conrad has performed ENERGY STAR Statement of Energy Performance Validations for several buildings, which have subsequently earned their ENERGY STAR. He is a member of IFMA and the Association of Energy Engineers (AEE). His experience includes commercial building plan reviews for compliance with building, mechanical, plumbing, fire and energy codes, and extensive knowledge of the Uniform and International Building, Fire, Mechanical, and Plumbing Codes and NFPA Standards 13, 14, 20 and 72. He earned his Bachelor of Science degree in Mechanical Engineering from the University of California, Davis.
Brian Isleib PE, SE
Senior Engineer
Brian has extensive experience in engineering as a lead assessor, project manager and senior reviewer. His expertise in engineering services includes structural engineering, building envelope repair and restoration, fall-protection design and certification and facility condition assessments. He has served as the Engineer of Record for $1M+ repair and restoration projects, and he has authored articles and delivered presentations to multiple industry groups. Brian has helped to lead several large engagements with the National Park Service, the state of Wyoming and the state of Minnesota Department of Human Services. In addition, he has authored articles and provided presentations to multiple industry groups. He graduated from Virginia Tech with a Bachelor of Science in Civil Engineering and is a Reserve Specialist.
Michelle McCann
Marketing Manager
Michelle leads branding efforts, proposal development, website development and social media marketing. A marketing and communications professional for more than 20 years, Michelle’s experience in strategic marketing, public relations and corporate communications helps FEA sharpen its messages and communicate effectively with target audiences. Prior to joining FEA, Michelle spent 12 years at Ernst & Young as the assistant director of business development, where she planned market-driven events, directed thought leadership strategy and performed analysis of pipeline and financial performance. Michelle graduated from Virginia Tech with a degree in Communication Studies.
