The City of San Jose is the cultural, financial, and political center of Silicon Valley and largest city in Northern California. In 2016, the City turned to FEA for help with strategic facility planning, emergency management, and resilience planning. The City of San Jose wanted to build community resilience and prepare for, prevent, mitigate, respond to, and recover from disasters through the development of a single, common, and comprehensive vision.
FEA worked with the City to identify their strategic objectives, long-term and short-term goals, and develop that comprehensive vision they were seeking. FEA began by performing a gap analysis and maturity assessment of the existing organization and provided recommendations that enabled OEM to achieve operational excellence as a high performing organization. FEA developed a Strategic Plan for City Emergency Management that represents their vision and outlines goals for the future.

With our team’s solution, based on a strong foundation of real-life emergency management and law enforcement expertise and incorporating industry best practices, the result for the City was improved planning and a roadmap for continual improvement. In addition, FEA developed a Community Emergency Response Team (CERT) program guide to establish policies, procedures, and tasks for operational actions that will take place prior to, during, and following an emergency or disaster. Ultimately, by working to develop a strong understanding of the City’s needs, we were able to enable the City to provide a safer and more resilient environment for its citizens.
