Kenai Peninsula Borough

Emergency Preparedness Campaign & Continuity of Operations Planning

Soldotna, Alaska

Project Overview

Kenai Peninsula Borough (KPB) wanted to improve business resilience planning and community preparedness.

FEA worked closely with KPB Office of Emergency Management (OEM) planning teams as we collaborated to update the existing Borough Department COOP plans. We conducted a Borough-wide gap analysis to identify areas of vulnerability, current control measures, and to develop recommendations to mitigate hazards. After developing department level COOP plans, the FEA team developed tabletop exercise training templates to enable KPB to conduct the vital training needed to maintain a ready workforce.

KPB OEM turned to the FEA team again when they wanted to develop an integrated community-wide campaign to communicate emergency preparedness procedures to its citizens. KPB was seeking to develop a local preparedness campaign based upon an all-hazard approach that addresses natural and human disasters. The campaign considers tenets from the national Ready Set Go! Program standards developed by the International Fire Chiefs Association, Federal Emergency Management Agency, the National Weather Service, and the CDC Ready Set Go! Travel Safety Program.

FEA teamed up with Creative Mischief, a branding and marketing agency, with a passion for creative solutions. To build an effective emergency preparedness community campaign, we worked on understanding how to best serve the KPB community and learn which marketing channels would work best locally. Our team developed a strategy that included different design concepts to communicate emergency preparedness procedures. We also identified specific channels to educate the community such as a website, direct mail, signage, etc. Finally, under Create we refined the look and feel for the campaign that would resonate and drive awareness of Ready Set Go! Preparedness Campaign.

Ultimately, we were able to work with KPB to develop an engaging campaign that effectively communicated emergency preparedness procedures and ensured a safer and more resilient community.
