Developed by APPA, TCO considers all of the costs associated with designing, building, operating, maintaining, and renewing physical assets by integrating programming, operations, and capital renewal planning.

TCO is a framework to enable defensible funding requests, enabling communities, organizations, and buildings that are effective, efficient, and enduring.
