FEA partnered with the Wyoming Department of Transportation (WyDOT) to develop a statewide Facility Improvement Plan (FIP) aligned with its six-year State Transportation Improvement Plan (STIP) and a 20-year outlook for facility investments across its statewide portfolio of buildings and sites.
FEA’s approach integrates facility condition, financial needs, workforce requirements, and project prioritization to support informed, data-driven decision-making. The team evaluated current processes and challenges, updated facility condition and current replacement value (CRV) data, refined assessment criteria, and analyzed funding scenarios for maintenance, deferred needs, and long-term capital reinvestment.
In addition, FEA is developing a functionality assessment program to evaluate how effectively facilities support WyDOT’s operational needs and inform future investment priorities.
The resulting plan provides WyDOT with a six-year investment strategy and 20-year facility outlook, supported by standardized facility condition assessment criteria, long-term funding and workforce scenarios, and tools for annual planning and project prioritization. Together, these elements help WyDOT anticipate future needs, optimize available resources, prioritize investments, and establish a sustainable framework for managing and improving its statewide facility portfolio over time.
