The solution is to align and integrate the assessment process with the desired outcome – a repeatable, fair and defendable capital budgeting process. To achieve this objective, new and different assessment methodologies and building cost modeling strategies must be employed. Mission changes should be considered, and the design requirements should be integrated with the operations and maintenance requirements of the facility. In this presentation, case studies for alternative approaches will be presented.
