FEA welcomes Scott Higgins

Scott Higgins joins the FEA team bringing twenty-seven years of achievement and senior responsibility in the government construction business. He previously served as the Vice President of Federal Construction for Leopardo Companies, Inc.  He also created Clayco’s Government Construction and Design Group.  Scott proudly served his country for almost 20 years and is now Retired United States Navy Civil Engineer Corps (NAVFAC) officer. Additionally, he is a Registered Professional Civil Engineer, a former Level III Construction Contracting Officer, with a Top Secret SCI security clearance.  His other career highlights include duty as the principle military assistant to the Deputy under Secretary of Defense (Installations and Environment), command of a Naval Mobile Construction (Seabee) Battalion during wartime and facilities director of a large overseas military base.  He has extensive expertise and experience in: Government Contract Administration, Capital Improvement Programming, Management of Large/Diverse Organizations and Facilities Planning/Management.
