Kathy has proven herself to be a valuable project and client manager in her part-time role with FEA over the past three years. Her desire to return to work full-time, in addition to her passion to advance FEA’s FAM services, were instrumental in this opportunity and decision promoting her to a full-time position heading up FEA’s Facility Asset Management (FAM) Service Line.
Kathy is a former U.S. Navy Civil Engineer Corps Officer, a past warranted Department of Defense Contracting Officer, and Acquisition Professional. Kathy has B.S. and M.S. degrees in civil engineering and over 20 years of facilities management and engineering experience. She is also a registered P.E. and CFM with expertise in facilities support performance and outcome based specification development. As an FM consultant she has developed O&M service contract specifications and associated quality assurance/quality control plans, performance evaluation plans, source selection plans and outcome-based metrics for the complete outsourcing of building operations and maintenance. She has managed several large and highly visible projects for FEA in the last three years, including: multiple projects for the Smithsonian Institution, the Library of Congress, IMF FM services, AU and GWU Dining Services contracts, CPCC, and the Federal Housing Finance Agency’s FM organization study to name a few. Kathy has been active member in IFMA, the Society of Military Engineers (SAME), and the Virginia National Council of Examiners for Engineering and Surveying (NCEES).
