How Standardized Facility Data Supports Better Capital Planning for State Facilities

At the NASFA Conference in Austin, Texas on June 8 at 3 p.m. CT, facility and government leaders will explore how the State of Minnesota developed a more strategic approach to capital planning for state facilities through standardized asset management practices and enterprise-wide facility data.

In the session, Building Consistency: Minnesota’s Asset Management Journey, presenters Jedd Prokash, Enterprise Real Property Program Manager for the Minnesota Department of Administration, and John Edwards, CEO of FEA, will share how Minnesota created a unified asset management program spanning 19 agencies and more than 34 million square feet of facilities.

For many states, capital planning for state facilities is complicated by inconsistent facility assessments, disconnected reporting systems, and limited visibility across agencies. Without standardized data, it becomes difficult to compare needs, prioritize investments, or communicate funding requirements to leadership and legislators.

Minnesota set out to solve that challenge by developing a statewide asset management framework designed to deliver consistent, accurate, and real-time facility information across its portfolio. The result is a more transparent and strategic approach to facility planning that supports long-term investment decisions and improved stewardship of public assets.

During the presentation, attendees will learn how Minnesota established standardized assessment processes that support cost-effective and repeatable facility data collection. The session will also examine how uniform reporting practices allow agencies to compare facility conditions and capital needs using a shared methodology.

By creating a consistent framework for facility assessments and reporting, Minnesota gained an enterprise-level view of its assets that supports more informed capital planning decisions. State leaders are now better equipped to identify priorities, communicate deferred maintenance needs, and allocate funding across agencies using reliable and comparable data.
