Jim Whittaker is a Principal and President/CEO of FEA with over 25 years of experience in the facilities industry. Jim earned his Bachelor of Science degree in Civil Engineering from the University of Vermont and his Master of Science degree in Civil Engineering from the University of Colorado. Jim’s area of specialization is facilities asset management, creating high-performance facilities organizations, and facility management technologies. Jim is currently Chair of IFMA’s Board of Directors, Board member of the Board on Infrastructure and the Constructed Environment (BICE) of the NRC, Department of State OBO Industry Advisory Council member, and Chair of the ANSI US/TAG for ISO 267/FM Standard. He is a Fellow of the Royal Institute of Chartered Surveyors and teaches Facility Management courses at George Mason University, International Facility Management Association (IFMA). |

Bill Small is a Principal and Vice President/COO of FEA. Through his over 20 years of industry experience, he has developed expertise on a full range of building materials and systems. Bill earned his Bachelor of Science degree in Civil Engineering from Clarkson University. He is a Registered Professional Engineer in the states of Virginia, New Jersey and Pennsylvania and is also a certified Project Management Professional through the Project Management Institute. Bill has managed and performed field investigations, analyses and follow-up recommendations and designs for numerous projects nationally as well as large facility condition assessment efforts at various facilities across the United States. He has performed work at prestigious facilities such as the Goddard Space Flight Center, the University of Virginia, NAVY Flag Quarters, the Watergate Complex, and at numerous parks throughout the National Park Service system. |

Scott Higgins is the Vice President of Business Development at FEA. Scott has over 30 years of facility management and design/build construction experience. He is a registered Civil Engineer and a former government contracting officer. He started out as a U.S. Navy Civil Engineer Corps Officer serving in numerous capacities including Public Works Officer/Officer in Charge of Construction for military facilities in Spain and as the military assistant to the Deputy Under Secretary of Defense (Installations and Environment). He then spent several years as the executive and vice president of construction companies doing military and GSA projects. Scott currently serves on the Society of American Military Engineers national working group for Knowledge, Skills, and Education and as an advisor to the Fairfax County Public School Board facilities advisory panel. |
